Bonds are a type of debt.  Local development authorities can issue ?revenue bonds? in their carrying out their mission to ?to develop and promote trade, commerce, industry, and employment opportunities for the public good and the general welfare and to promote the general welfare of the state? [OCGA 36-62-1 et seq].  Revenue bonds can be issued by the development authority with the proceeds being used to acquire land, construct buildings, and/or purchase equipment by or on behalf of a business enterprise.  The bond is repaid by the business through a regular payment schedule or a lease-purchase arrangement.  That is, the bond is repaid by revenues from the project that is being financed, hence the term ?revenue bond.?  It is important to note that the revenue bond is debt of the business and not debt of the development authority or the local government.  Often, bond financing can be more attractive and more flexible than conventional financing methods; it can also enable additional advantages to the borrower?s project.  However, the use of such bonds is subject to numerous state and federal restrictions, and the transaction costs can be high?
